Have you restarted your computer? Please, paste the contents of your thrustmaster file in the /usr/local/lib/udev dir.
You could try copying ```/usr/local/lib/udev/rules.d/99-thrustmaster-wheel-perms.rules``` to ```/lib/udev/rules.d/``` and rebooting.
