PFv4 has this feature, so we should implement it as part of tabs 1:1 https://www.patternfly.org/v4/components/tabs#default-overflow

This issue should be move to RHDS repo once it's established

there's a build step in pfe-styles (or pfe-sass?) that should generate a page for this if you want to do some code archaeology, find a pre-2.0 deploy preview on netlify...
