Forwarded this proposal to join2 / join2 steering for evaluation in our project. The proposed timeline is quite tough to meet, if one wants any comments at all.

@lnielsen I see your point, however, for a response from join2 we need to ask the members. Getting several insitutions(!) into one (even virtual) room is a bit more challenging...

Just my _personal_ opinion (not join2, not my employer or whoever). IMHO the reasoning against GPL is a logical circle. So far the reasoning is - We needed GPL _back...

@tiborsimko I buy all your reasoning especially that it is a gamble. I would still argue, that, if the main goal is to increase the number of installations the license...

As for recid: if this is _the identifier_(tm) I strongly suggest to advertise it as this. Say, as `permalink for this entry`. However I'd probably decorate it as `inspire:` to...

A suggestion that came up was to use something like base(30) to shorten lengthy numbers. Ie. allow all numbers and 7bit chars except those that get mixed up by humans...

I think minting of a pid should indeed not depend on the ingestion method.
