With IE9, the `.win-label` elements within `win-commandlayout` moves on mouse over. It seems that changing the rule `button.win-command .win-label 'width: 100%;'` removing the `width: 100%;` fix the issue.

Panorama view should have the width of the scrollable/touchable area set to 100%, width only a padding where is shown the scroll button.
