I have the same problem on my iPad air 2. If you fill the layer as suggested there are not jagged lines but this is not workable when you work...

There are no updates outstanding, I only downloaded it a week or so ago, then just reloaded it today...I think the last updates were the end of jan. Weird stuff!...
