The fileID is hashed using the current time, so it will currently always be unstable. This is done in PdfEncryption.createDocumentId(), source code here: [PdfEncryption](https://github.com/LibrePDF/OpenPDF/blob/94f6a23b5dc40ea1705353d64576ed898508f7df/openpdf/src/main/java/com/lowagie/text/pdf/PdfEncryption.java#L341).
