Added a property in bf3e7b1 to allow this to be more selectively rolled out.

Sonarcloud has since stopped supporting JDK 11, so we will not be able to get successful PRBs with sonar until we update our JDK version

See, e.g., #1690, where I believe this behavior causes issues if one tries to set the `FDB_PORT` environment variable.
