As @jyu00 points out in [this comment](https://github.com/Qiskit/documentation/pull/3613#discussion_r2255373126), the separation of these two files isn't very clear - we should rethink how we present this information.
QDC workshop followup
Request from @pandasa123 that we move the API ref material (inputs and outputs sections) out of the Qiskit Functions docs and into the API ref menu dropdown, using the format...
QDC followup: expand the Intro to Qiskit to make it more of an index of all tools.
(not urgent) I notice we aren't consistent in linking to the Functions catalog from the relevant docs. Should probably do so in the Setup and Next steps sections. Check tutorials...
In conversation with @acastellane - the flow of the page can be confusing, and the authentication instructions could be clearer (there may now be a better link to point to)....
