If so, I wonder if further conditionals should be enabled somehow, similar to those exposed by command/script hooks. For the time being the only conditional is defined by the `active`...

The Teams endpoint used to create and modify discussions seems to be offline now. There does not seem to be a compatible API endpoint https://docs.github.com/en/rest/teams/discussion-comments?apiVersion=2022-11-28#create-a-discussion-comment
