What's the problem here? The project has a snapshot dependency and the enforcer ahs a rule that bans such dependencies.

What is the value of the `` tag in `xemantic-kotlin-test-androidnativex64-1.5.1.pom`? If no value is set then the default becomes `jar` and thus a check on that JAR's existence is performed.
