Removed templates and styles for quicklinks. To @ToshMeston to fix search bar alignment on home page.

Not restored yet, but I did fix the search bar being off center so it isn't so obvious that quicklinks are missing.

The census does not release gazetteer files for metro areas since they are not census designated areas. We could look up the polygon in the topojson file that we use...
