setup_env.sh does not add lib/x86_64-linux-gnu to LD_LIBRARY_PATH

i want to know if install nic driver first(./mlnxofedinstall --dpdk), then install dpdk(sudo apt install dpdk dpdk-dev)? Or inverse?
