Do you still want to [support Ubuntu `18.04`](https://ubuntu.pkgs.org/18.04/ubuntu-updates-universe-arm64/ffmpeg_3.4.8-0ubuntu0.2_arm64.deb.html), which has version 3? If so we should only set that option...
