Actually, I figured it out, if an imported MDL has a legacy bone childed to it, it'll lag, without a bone it's fine. example v with legacy bone  editor...
Something with this update either broke legacy bones or something isn't calling right as old pacs do still work on the previous version without this issue
This also happens with legacy MDLS, which it didn't before. the only way to fix it was to remake the pac, but essentially if I need to use a legacy...
I.e I use jiggle bones for my pac's ears, new bones don't have that feature so I have to use legacy, but if I use legacy now my head lags...
The question comes how easily would this be, and would we make it as it's own thing under "event" or make a new type of pac3 option called "NetVar"?
