Marking as resolved since official 1.17.10 release downloaded from sourceforge.net is packaged with SDL 2.24.1 and no longer exhibits this strange behaviour.

Closing due to lack of feedback. There are other, more obvious, issues with the new hardware-accelerated rendering (though the benefits still outweigh the problems, I think).
