@haileyajohnson out of curiosity, is the same behavior observed if you try using the `NCO` tools?
My initial un-tested thought is that we may be re-reading the metadata any time we need to; this was probably less of an issue when file storage was all local....
Looks great! I am getting https://github.com/Unidata/netcdf-c/pull/3086/ merged in now that I've figured out the Fortran issue, and after I pull that in I will get this.
Thanks for your patience; now that netCDF-Fortran v4.6.2 is out, and the `docker` work for regression testing has been integrated, I'm happy to say we're starting to get the backlog...

I will second Dennis' comment; @dopplershift can you provide any guidance as to how to easily hook the latest netCDF-C release candidate into a python ecosystem?
This touches a ton of files, so I'm going to wait until I've gotten to some of the other higher-priority PR's and issues.
I am unfamiliar with the python API, but is there a way to run this test with fillvalues turned off? I'm curious if that has an effect.
