In my opinion, these issues are only tangentially related (!= not working to exclude tags vs. - not working to exclude tags), but I think they are just similar enough...

agree, though maybe silenced users shouldn't be able to _join_ teams since it can be abused/spammed

I think it's like friending someone while silenced, which is allowed as it is a "passive" (no post) interaction
