don't think the member management part of teams should be restricted by a silence

agree, though maybe silenced users shouldn't be able to join teams since it can be abused/spammed

Silence generally restricts any kind of social interactions. I'm not sure this should be changed.

I think it's like friending someone while silenced, which is allowed as it is a "passive" (no post) interaction
