Fix Utils::json*() for native `\JSON_THROW_ON_ERROR` option

If a user passes the native `\JSON_THROW_ON_ERROR` option, these functions would throw a `\JsonException` instead of the expected `\InvalidArgumentException`.

It's been a while since the last release and the changes from #48 which are somewhat security-sensitive are still pending. Could you release a new version? https://github.com/paragonie/constant_time_encoding/compare/v2.6.3...master
