make install.sh work and update uorb topics

install.sh is now executable and runs in ubuntu 18.04 I also updated the uorb topics for angular rates to match the new PX4 names.

u and y arrays seem to lose their float type when passing to SIPPY

when passing u and y into SIPPY those two arrays seem to not have a type when they should be floats. I poked a little and self._y and self._u in...
