No connection with NB-IoT (CA-308)

I get MQTT client timed out error: ``` Error: Time:Thu Aug 24 11:56:11 2023 File:/home/esp/firmware/components/esp-azure/azure-iot-sdk-c/iothub_client/src/iothubtransport_mqtt_common.c Func:InitializeConnection Line:2428 mqtt_client timed out waiting for CONNACK ```

list_ports does not include serial ports by id

Agreed, would also be really nice to have the same thing for `dev/serial/by-path/` as well
