I see that insights-manager v1 should schedule itself automatically according to the documentation (https://access.redhat.com/documentation/en-us/red_hat_insights/1-latest/html/client_configuration_guide_for_red_hat_insights/assembly-client-changing-schedule#proc-enabling-client-schedule-rhel73_insights-cg-changing-schedule). About v3, we can enable the schedule with `insights-client --enable-schedule` command.

@qcjames53 were you able to finish the unit tests? I would like to run this PR there just to be sure I am not missing some use case. Otherwise LGTM.

Not entirely sure it's related to this PR, but I see I can give the proxy more visibility than I have:  This user has permissions only for `empty_org`, but...

I have tried it with org_admin role indeed.
