I probably know much less about debian packaging than you think because I don't understand what you're asking. As far as I know all we have got is the ZIP...

If this is not merged within a reasonable period of time, how about creating a fork, maybe including this pull request as well: https://github.com/ricotz/plank/pull/6 ?

As workaround for this issue I insert a space via a special .desktop file that has a transparent icon and opens plank preferences on click. ;-) Hope this gets merged...
