We should make sure that OQS_MEM_cleanse is being used instead of memset whenever secret objects are zeroed. Related issues: #1864 and #2163.

All existing uses of memset would need to be either (1) allow-listed with `// IGNORE memory-check` or (2) replaced with OQS_MEM_cleanse. Related issues: #1864, #2163.
