Compile a list of upstream contacts

For handling of security issues, it would be good to have contacts for each upstream algorithm source. These contacts could potentially assist with, among other things, assessment of bug reports and coordination of security releases.

In addition to the official point of contact for each upstream, it would be good to include any team members with whom OQS already has a working relationship.
