I don't think we want to change the directory structure to support postgis. But I'll defer to @MikeMcQuaid who did the work to get it to the current structure.

I think we can't use the ApiRoute because the way we implement our API routes predates that concept. I'll see if I can adapt it, but if it would change...
I think this broke the frontend tests.
