Brew installs flutter from the exact same location that https://docs.flutter.dev/ provides when you tell it you want to download flutter. Do you have the same issue there?
I don't think the cask repo should have formula code. But if we start using test bot it might be fine. I once started work for that in https://github.com/Homebrew/homebrew-test-bot/issues/1006
