Assertion value is right. Irrespective of the requested thumbnail dimensions, I always find the actual value is offset by 1px.

It's not something available readily. However, the usecase sounds reasonable and is a good addition to the library.

Thumbnail size issue

Could you also add a sample video for testing against? If it's not possible, video metadata as read by ffmpeg would be helpful
