Do ".cmake" files not need a legal header?

Is there a reason some GUIDs are lowercase and others lowercase?

I would also suggest looking into making all GUIDs Uppercase.

I'm guessing that this pr makes https://github.com/dolphin-emu/dolphin/pull/6728/files completely obsolete, doesn't it?

I think it would make more sense to make a PR without the Metal code.
