Add a new decoder in liqi.py, and update the liqi.proto to v0.10.228.w. Add a requirements.txt. #TODO The liqi.py works fine, but the sdk.py need to be further modified to work....

I find that I can only reset MjxEnv() by specified seed or dealer order, but I want to set my own wall instead of randon. How can I do that?...
