Update liqi.json and liqi.py

[RuBP17]

Add a new decoder in liqi.py, and update the liqi.proto to v0.10.228.w.

Add a requirements.txt.

#TODO The liqi.py works fine, but the sdk.py need to be further modified to work. We need change some format in sdk.py.
