I was told that the method of submitting mods was supposed to change with the finicky triplea_map.yaml being eliminated. But it never happened.
For now, I think it is reasonable to have only a few people with general rights because it easy for an inexperienced user to mess things up.

I see the issue. I didn't have a polygons.txt file yet. I create an empty file and it works.
I am not getting the error anymore, even if rename the polygons file. Thank you for checking into this.
