This is probably because the packages/binaries are not signed.

Have you tried the dotnet global tool of dnt?

Makes sense to keep it in this config file so that the restore (switch-to-packages) reverts the csproj as it was before.

I still use the library in professional wpf projects. The problem is that UWP does not take off and I dont have the to work on components im not using......

Yes, saw this strange behavior too... maybe we need to issue a bug in the dotnet repo?

Can you check if you still have the problem with the just released v1.3?
