This is an issue with [Vortex](https://github.com/revoltchat/vortex), the voice server used by Revolt (currently, it doesn't kick out inactive users automatically).
(#1981 seems to have the relevant art - I'd recommend adding it or a variation of it in this PR)
We're also currently dealing with some dep issues that are failing a lot of PRs

Is this issue only happening in Revolt Desktop? This sounds like a Revite issue to me, although I just wanted to double-check
(for reference, the relevant pr is discordjs/discord.js#7747)
What are you actually trying to achieve with this issue?
