I know I'm late, but this version of PhatLoots does not work on 1.13. However, I'm maintaining a version that supports 1.13 here: https://github.com/RednedEpic/PhatLoots

PhatLoots does not support 1.13 yet, however I have personally forked the project and updated it to work with 1.13. https://github.com/RednedEpic/PhatLoots. You will have to compile this on your own...

I know it's been a while, but Codisimus no longer maintains this version of PhatLoots. I have a maintained version here for 1.13+: https://github.com/RednedEpic/PhatLoots/.
