You can also use dat2bin to extract the ROMs. #138
Just changing the file extension to `.sfc` is enough to make the ROM playable. The ROM had a footer and header appended, they don't have any effect on the ROM...
IANAL, but shouldn't it be fine as long as the patch doesn't include any copyrighted material? Alternatively, what if you explain the modifications you made so that others can replicate...
