I've just upgraded vscode to 1.85.0 and outline problem is no more.

BTW. Since the 1.18.5 changes cache folder location to `~/.cache/vscode-cpptools` previous location `~/vscode-cpptools` should be removed.

Problem does not exist in current version, closing issue.
