To be honest, `DB` should probably not expose `DB::ConnectionRefused` at all, and just re-raise the `cause` exception when it catches `DB::ConnectionRefused`, prefixed with a message.
Is there no way to store the server's timezone and represent times correctly? Times coming from mysql shouldn't need configuration to be correct, is this a problem encountered by other...

Yes but npomf would still need to trigger nagios or zabbix. Besides both suites are pretty heavy for single-server setups imo.
