It installs onto the PC, on your path so you can use it as a command.
Why is the simple concept of installing something on your PC a bad idea? It's opt in, and only for developers.
You are opting in, it can be what it wants.
I honestly don't care, as long as it helps development. You have to install the tool manually, so why not let gradle do it for you.
