update to v3.28 with ember-cli-update

It hadn't actually, I [moved](https://github.com/ember-cli/ember-fetch/pull/741/commits/79962ec0be3cd0b83f56ba7ad1962443db8df594) @mansona's addition from this PR into my PR recently actually 🙂 Now all tests are passing in my PR except for the Node ones but...

breaking: drops `Ember < 3.28`, upgrades to `Ember 4.12`, supports `Ember 5`

All tests are passing except for **5** **mocha** tests failing during `yarn test:node` 🤷‍♂️

fix(inflector): get rid of ember inflector
