Which file do I put the websites in?

I tried config.json but didn't work.

Nether portals spawn me in several blocks away from the nether portals often causing players to suffocate in walls/blocks.

This needs to be fixed ASAP, I'm sure I'm not the only one this happens to and it is likely killing servers by the day. I'm using the latest version...
