**环境信息** go-cqhttp版本: v1.0.0-rc-1 **需要添加的功能内容** 手机QQ发送短视频时，不勾选原图则会进行压缩后再发送。 在使用CQ:Video的时候发送的是原视频，希望添加对应的API来压缩视频大小。
