In 2.3.13 build the Web browser registers every key input. Other programs only register shortcuts when modifier keys pressed. Shouldn't every key be registered no matter the program unless specified?

In current build, up arrow not registering with single tap. It only shows up after tapping the key 3 times. Left, Right and Down are fine.
