Set kb_active to false and see that the public kb is still available.

I believe the bug tag is much more suitable than the enhancement tag on this issue, because our release note claims it's not a drop down - but it still...

Ticket history and accounted time are not merged. Up to now this never was a bug but argumented with "working as designed".
