Removing incorrect labels since this seems to be a timing issue. As of v2.1.141, 180 or 300% EE Cyclerate will allow the game to boot normallly

In the PCSX2 video, it looks like there is a widescreen patch applied (?). It that enabled in the Display tab?
Closing since it is not really a feasible option at this time.

After listening to the audio sample, I would say this is the same bug as Need For Speed Hot Pursuit 2 (https://github.com/PCSX2/pcsx2/issues/6419). Both games were made by the same developer...
Would it be possible to get a blockdump for this?
