[BUG]: Uchuu no Stellvia stalls at boot on Windows
Describe the Bug
During boot only on Windows the game will get stalled and occasionally will TLB miss you can get around this by increasing EE clock speed to 130%. Switching PAD types or disconnecting PADs seems to stop the TLB misses but does not fix the stalling.
Reproduction Steps
Boot the game or the block dump provided with default settings and observe as it stalls on boot.
Expected Behavior
Game to hopefully not stall.

1.7.4952 seemingly made it worse, but seems it was always an issue but didn't trigger in WX
Removing incorrect labels since this seems to be a timing issue. As of v2.1.141, 180 or 300% EE Cyclerate will allow the game to boot normallly
