Have you tried to get it from here and run setup.py?

This shows the issue - a screen shot of the screen with a shot of the workspace. 

Still have the problem with window order not matching on workspaces. I do notice it seems to happen when I have a virtualbox machine running or have run a machine.

Having the same problem after updating my Gentoo system to Gnome 3.36.4.
