I mentioned a uniform way of showing that an instance is running. Could also early fail Exec based on that.

That's expected, the puppet-agent package is an MSI (which cannot be installed on Microsoft Nano Server). Can you point to the portion of the lab that suggests doing that?

This might be fixed with https://tickets.puppetlabs.com/browse/BOLT-225. Any chance you've tried again with a recent version of Bolt (0.9+)?
