Restarting the extension or browser cause reset of additional permissions

Couple of years ago there was a [comment regarding that](https://bugs.chromium.org/p/chromium/issues/detail?id=125706#c10), but can't see an issue with exact same problem, probably make sense to file one after investigating bit more.

Request headers collection doesn't works until restart

**Note:** After restarting the browser the issue seems to be gone.

[An issue was submitted](https://bugs.chromium.org/p/chromium/issues/detail?id=886910), apparently this started to be reproducible on Chrome Dev v71 on MacOS as well.
