Request headers collection doesn't works until restart

Reproduction steps

• Build the project and install into Chrome
• Add additional permission
• Navigate into the Network tab
• Enable collect header
• Close popup and start surfing the web
• Open Network tab again and observe

Observed behavior

No request are collected

Expected behavior

Privacy Manager start collecting the headers and presenting in the Network tab

Note: After restarting the browser the issue seems to be gone.
